AFCO Technologies, Inc. is a full service construction company based
in San Antonio, Texas. It has the same principal owners as, and is
a successor firm to, AFCO Utilities, Inc., which was originally formed
in 1977. It has been operating continuously ever since, as well as
growing steadily. AFCO Technologies, Inc. is a small, disadvantaged,
Native American owned business that has for twenty plus months been
certified by the US Small Business Administration as an 8(a) contractor
in accordance with the Amended Small Business Act, and because of
that, is also certified by that Agency as a Small Disadvantaged Business.
As an 8(a) contractor AFCO is eligible for non-competitive set-aside
awards. The company has also been certified by the US Small Business
Administration and The State of Texas as a Historically. Underutilized
Business as part of the HUBZONE Contracting Empowerment Program. AFCO
has been certified by. the City. of San Antonio, Texas as a Disadvantaged
Business Enterprise (DBE) and has received certification by. The Texas
Department of Transportation as a Disadvantaged Business Enterprise
(DBE).
The company initially had established itself as a leader in excavation,
trenching, and communication installation expertise, but in recent
years has also engaged in a variety. of general construction projects;
i.e., new construction, building renovations, additions, and improvements.
All projects are performed using established and proven quality. control
and safety. programs totally. consistent with industry. standards
and Government regulations.
The company continues to operate under the watchful eye and guiding
hand of Mr. Ronnie E. Green, its founder and majority owner, who also
functions as its General Manager. Mr. Green has overseen a steady.
growth of the company. to where it is now realizing revenues in excess
of $ 3 Million. The company. currently. has a workforce available
daily of 69 full time personnel, and reference access to a large pool
of temporary personnel when job size dictates the need. It has a diversified
fleet of 40 vehicles, including heavy. construction equipment, and
a full array. of power tools.
AFCO Technologies, Inc. has been approved for performance under a
number of Standard Industrial Classification (SIC) Codes. Its

AFCO Technologies, Inc. has a diversified list of clients, consisting
of both commercial and Government accounts. AFCO has an established
history of successful performance for, and maintains a visible presence
on, all five of the military bases in San Antonio. It is a regular
provider of services for Southwestern Bell Telephone Co., and has
performed services for: H.B Zachry. Co., City. Public Service (electric
utility.) of San Antonio, Allied Signal, Inc., Ft. Sam Houston Army.
Post, Lackland, Kelly, Brooks and Randolph Air Force Bases, Paragon
Cable Co of San Antonio, and as a subcontractor for the Texas Department
of Transportation.
AFCO is an equal partner with the H.B. Zachry Construction Corporation
in a US Small Business Administration Mentor Ñ Protege Program arrangement.
The plan calls for Zachry., a San Antonio company. which is nationally.
and internationally. established in major construction projects, to
assist in AFCO's growth and development as a business. Zachry is to
transfer expertise in management, administration, financial management,
and operations to AFCO through joint planning, management and operations.
AFCO is very. proud to have been the very first ever Protege to have
its Mentor agreement approved as part of the US Small Business Administration
Program. As a result of this arrangement, AFCO Technologies, Inc.
is regularly. under consideration by the General Services Administration
and The US Army. Corps of Engineers as an 8(a) competitor for their
construction requirements.
AFCO's current workload includes a continued response to requirements
of a multi-year, pre-priced, multi-line item, indefinite delivery
ty.pe contract with Southwestern Bell Telephone Co. for repairs to
restore interrupted communication services. The year of 2000 marks
the twenty. first year of continuous support that AFCO has provided
to SWBC. This effort calls for AFCO to maintain the ability. to respond
24 hours a day, seven days of the week. AFCO's other major efforts
under way. are a major roofing project at Ft. Sam Houston, and an
apartment renovation project in Northeast San Antonio. Within the
last year. AFCO has completed numerous water/sewer projects in San
Antonio for the San Antonio Water System, The Bexar Metropolitan Water
District, and the military bases in San Antonio.
AFCO Technologies, Inc. has established itself as a provider of diverse,
high quality. construction services. It's solid performance has earned
a bonding level of $10 Million in the aggregate, and it has maintained
sufficient levels of insurance in all of the areas, including Workers
Compensation, to cover project insurance requirements established
by most government and commercial entities.
It has also developed a substantial list of satisfied clients. Many
